[edit]Sorry if the welcome has been a bit stormy.
Senator Rains certainly qualifies for an article, and we want it to be a good one. Please don't take my oppose vote to the move personally. We just need to work through some issues.
Have a look at the policy pages I linked to if you like, and also WP:BLP and perhaps Wikipedia:Single-purpose account which is an essay not policy but obviously relevant.
