On the red "Submission declined" template on top of the page you can find the following line: You are encouraged to make improvements by clicking on the "Edit" tab at the top of this page. When you are ready to resubmit, click here.

The "Click Here" part in that line is a link that can be used to resubmit the article for another review. All you have to do is press the save button - if everything goes well there should be another Yellow template on the bottom of your page saying it is back in line for another review.
