When is a maintenance message considered resolved by consensus?

I recently reverted maintenance message that seems to have been active since April with no additional changes to the information.

I read the instructive on how/when to remove. One of the items was when something is considered resolved by consensus.

The inactivity on the page for 3 months led me to believe that it was accepted by consensus as no additional edits/comments were made regarding the page.

How should I best interpret that point?
