I just saw your edits to the Mihail Ilyich Surkov article while checking the recent changes list. Don't worry about the tags that Karl put at the top - they're not such a serious matter, really suggestions to improve the page. I've added some categories to the article, and also linked some terms. If you have some reliable sources to support the article, that would be great too! I'd suggest that a Google Books search should probably give you what is needed. If you are uncertain about anything, please drop another note on my talk page - I'd be very glad to help. Explanation of this deletion discussion

While looking for other versions of the guy's name, I came on a previously deleted page. We can't just re-create deleted articles, so I re-listed it for deletion, with the explanation that it was a formal move to ensure a consensus to keep the article, and "voted" to keep the page (note - the comments in deletion debates aren't votes, just statements of position.)
