20191009 - first attempt: Unsure if I put the entire explanation between the { braces.

Request reason:
collateral damage. I reside in China and am a regular Wikipedia user and occasional editor. I use a VPN to for internet access from China. Yesterday/today I attempted small minor edits on two different pages. On the first, I was blocked and then made the edit after changing the VPN from Hong Kong to LA. Today I was blocked again on a different page and then my account appears to have been blocked because of multiple login and edit attempts. See details at the end of this post.
I am not trying to circumvent any policies and I understand the need to block ranges of IPs due to vandalism. For me to access the internet from China requires that I use a constantly changing set of VPN IPs and proxies, so there is no sense in requesting an unblock for any specific IP. Is it possible to request an account that I would log into using a confirmed email or some other third-factor identification?

@JJMC89: Thank you for the response.
Before I request a IP block exemption could you advise me please:
1. Is such a request specific or general? i.e. do I need a separate request for needed IP Block I encounter? In that case it is futile. as my VPN constantly uses different different IP Ranges.
2. If such a request is a general request, am I asking for too much? As a user with a small number of edits I don't want to ask for more than is reasonable. I would like to edit more, but I also do not want to waste someone's admin time if this type of request is intended for high volume, high profile/reputation users only.

- It will allow you to edit from any blocked IP. No you're not asking for too much. Editing from behind the Great Firewall of China is a common reason to request it. — JJMC89 (T·C) 03:42, 10 September 2019 (UTC)
