Thankyou for your question. I declined your article for the same reason as the previous two reviewers and I notice one of them had advised you to find more reliable news sources about Campbell. As it stands at the moment there is little more than his sports stats in the article. If there was significant news coverage about him, maybe something could be added to make the article meaningful. Unfortunately there are no 'notability' guidelines specific to rock crawling. There are guidelines at WP:NSPORTS for motorsports persons, but Campbell doesn't seem to meet those. Statements like "Campbell is known as a fierce competitor but with a humble and sportsman like attitude" in your article are unsourced and sound unnecessarily promotional. Surely there must be motorsports magazines (with editorial standards) which have profiled Campbell? I would consider that sort of thing suitable to meet WP:GNG. Hope that helps you!
