Decline reason: Sorry, but there's no way to exempt a single IP address from a block targeted at an entire subnet of a hosting company that hosts open proxies from within their network (e.g. even large networks like ThePlanet and Dreamhost are currently blocked). If you wish to edit Wikipedia, there's nothing stopping you doing so via a residential ISP connection. Further requests for unblocking will lead to your talk page being locked down because there's nothing further we can do about it.
