I got it from the American Association of State Highway and Transportation Officials themselves. You may download a copy of the "USRN Application Database with Meeting Minutes and Application Results" here. The scanned copy of the committee agenda was extracted from that file (warning, it's a large file to download). If you doubt the veracity of the original document, you have:
