The history section contradicts the rest

The 'History' section contains (inter alia) the following. 'Within philosophy, the term is mainly used to denote a favoritism to one's own interests; which goes to say that morality is not universal.' Perhaps that is true (though 'favoritism to one's own interests' is vague). Even if it true, it is not the sense of the term - namely, something like the idea that morality is best pursued without moral principles - that is at issue in the rest of piece and that is (I believe) the dominant meaning of 'moral particularism' today.
