Please see WP:NOTABILITY. The facts here look straightforward so I'd have no objection personally to the article being included, but there aren't any secondary references (ones from places other than the APS itself) yet to show that it's notable. Please do resubmit when you've added some.

One minor query - the text begins "... was an award". It was awarded in 2016 at least.[1] Was it discontinued at that point?

Also, your username is PhysicsCali. If you have a connection to the award you ought to declare a WP:COI, and either way read the username guidelines and particularly WP:ISU. Accounts on Wikipedia are supposed to be operated by individuals, not groups. It could just be named for your personal interest, of course, but it might be advantageous to pick a new username just to make it clear that you're one person. I hope this helps.

With all of the references coming either from the organisation that gives the awards or from people or institutions associated with the recipients, I don't see how our general guidelines for notability have been met. I also looked into the question of whether there might be some specialised basis for accepting this article, as well as the possibility that the awards (and winners) might find a home in some other article. But neither seems possible, given the following facts.

First, this award is not given by the American Physical Society -- it's given by a chapter of that Society that covers only a few U.S. states. And second, this award is not given to practising physicists -- it's a $250 award given to graduate students.

In all, I don't see any reasonable chance that this draft, if accepted, would survive a deletion nomination.
