I just saw your message on Jimbos talk and I just had to help you out a bit. Wikipedia is neutral now that's the end of that, users are not neutral so I dont know if there's a policy against it but I think you should be allowed to "recruit" users by just telling them what the campaing is for how to join etc. The reason wikipedia is neutral is because it doesn't stand for anything but building the worlds largest encyclopedia and if WP would join a campaing it would not be neutral wich might diplease some body and we'd propably lose contributors a lot no matter how noble the cause would be so just give that idea of ¿mein? a shot.
