Thanks for taking the time to look at my submission. I am assuming that the article has been rejected is because currently the only reference is to a piece of self-promotion by the Berlin government. As I work through the translation of the German original, I shall obviously be adding the more objective references given there. Will that address the issue you had or is there something else I need to look at?

For something to be notable, I look for at least 3 sources that are reliable, independent of the subject, and mention the subject outside of a passing mention. If you can get those you should be good to go! Though, just to be sure, you are translating the German original and putting it into your own words? The original has more references, I just haven't got that far with the translation. It is also in the category of de:Kategorie:Exzellent, so I am assuming the subject is sufficiently notable (quite apart from it explaining why there is today a whole lot of forest within the city).
I'm not sure what you mean by "translating the German original and putting it into your own words". The original is the German Wikipedia page and I'm just translating it, so there shouldn't be a copyright issue there, should there?
I have started to use the translation tool, which makes the process a bit easier, but as I am not experienced enough I shall have to publish it as a draft anyway.

@Loris Bennett: My apologies, I took "the German original" to mean the "piece of self-promotion by the Berlin government". I didn't realise you meant the German wiki. You won't be in any copyvio problems, but it's important to credit the source article. There are instructions here. Essentially you just have to put {{Translated page}} on the article's talk page. Thanks for the link. I completed the translation andhave added the appropriate text in the page itself, but am not sure when to add the information to the edit summary. @Loris Bennett: Don't worry, the edit summary part is optional. Since you are autoconfirmed, you could move the page yourself to Permanent Forest Contract. I'm not sure why you decided to work on the article at User:Loris_Bennett/Dauerwaldvertrag instead of the already existing draft at Draft:Permanent Forest Contract. But the article only has 1 source in a 1508 word page which is a big problem. You have to show that the topic of the article has notability, which is why I declined your draft in the first place. Everything in the article has to be backed up by reliable sources. The German original looks a bit questionable, and could contain original research, which is taken pretty seriously.
What I think you should do is put what you have at Draft:Permanent Forest Contract, then work on it until it has notability, aka, meets the General Notability Guideline, and is backed by reliable sources. It seems like there are sourcing problems in the German original which sucks, because you are just translating, but you'll have to fix those before it can become an article. Thanks for the help. I don't think I consciously wanted to work on the page as a subpage of my user page - I seemed to just happen when I used the translation tool, but I could well have done something wrong. Is there an better/easier way of moving that page to the original draft than simply copying and pasting between the two?

I ended up just copying and pasting, which was easy enough. Having finished the translation, I don't think there is original research, but just that there is very little explicit citation. Indeed, the version which was deemed "exzellent" back in 2005 had no explicit citations at all, but did have a similar list under Draft:Permanent_Forest_Contract#Further_reading. I guess I could try to work out what the missing explicit citations should be. WDYT?
@Loris Bennett:Finding citations for the facts in the article is the way to go. You might have to go through each fact presented and verify it with a citation, and if there isn't one, you might have to remove it or add a [citation needed] tag. Mcguy15 (talk, contribs) 12:24, 16 June 2021 (UTC)
I have added references to two original documents I found. As I understand it, the approach of just having general references, as in the orignal "excellent" German version, is now frowned upon in the English Wikipedia (assuming it was ever acceptable). Thus, for me, the easiest (and maybe the cleanest) solution for the parts where I do not have access to the original German sources would be just to delete them. Is there any alternative to that which would allow at least some of the information to be preserved? Loris Bennett (talk) 12:32, 19 June 2021 (UTC)
@Loris Bennett: General references are not preferred but I wouldn't decline an AfC because of them. But in your translation, you had a section for Further Reading. Further Reading is not the same as a reference. Was that a mistranslation— are those actual references? If so, you should be much better off in terms of WP:N and WP:V. If they aren't, I see you have a bunch more references though anyways, which is great! Mcguy15 (talk, contribs) 19:13, 22 June 2021 (UTC)
Good catch - "Further Reading" was indeed a mistranslation. I have now changed the section title to "References". For those references which I could get hold of, I have added specific citations and removed them from the list. For those I don't have access to, I guess I'll just have to leave.
