Background The E.A Fairbairn Water Treatment Plant located in East Sacramento near the main Sacramento State University Campus, is owned by the City of Sacramento. It is one of the main supplier of drinking water of the City of Sacramento.Originally Built in 1964, this Water Treatment Plant was part of an upgrade project to the existing infrastructure, and an expansion to keep with the current demand.

Specifications the WTP was design to treat up to 200 million gallons of water per day; thus, the type of treatment provide in this facility is base on settling, coagulation with aluminum sulfate, chlorine disinfection, fluoridation, and pH adjustment. The WTP has Issues the WTP will be renovated to increased reliability and production. since Sludge is a byproduct of the water treatment plant production process and requires dewatering and disposal,Currently the city must hire contractor throughout the year to performance sludge dewater and disposal processes due to the current facility limitations. Improvements to the site will increase the reliable capacity to 100 mgd since the amount of water the the plant can divert is limited by the time of the year, flows in the American River, and restrictions dictated by the city's water Forum Purveyor Specific Agreement(PSA).The projected upgrade will be construction of mechanical dewatering facilities,FWW sludge collection system, yard pipping site improvements, and other work to create a more cost effective dewatering process.
