First feedback on broadband universal service entry

Please give this entry a thorough edit and try to improve the clarity of expression. I am not sure whether efficient funding is really a good "con" argument (it seems to relate more to challenges in implementing the policy). Maybe phrase it more broadly, asking whether public funding might replace private investment or whether government should make such determinations for users. The section on "no regrets" projects is pretty terse. Is it really "middle middle fiber"? Please expand somewhat and explain.--JMBauer (talk) 03:59, 30 April 2011 (UTC)
