- The message is part of preferences - once you get past edit number/time - you are able to be https://en.wikipedia.org/wiki/Wikipedia:User_access_levels#Autoconfirmed_users - and then in preferences - you are able to gain access to https://en.wikipedia.org/wiki/Wikipedia:Twinkle - which in turn can allow you to welcome new users - it requires another editor to send the message, some do, some dont... as to activity - depends where and which way you look at it - you can, if you are keen - look at https://en.wikipedia.org/wiki/Special:RecentChanges - which can overwhelm or otherwise... as to the oz project - what aspect ?
