Request reason:

my previous two account blocked because i did not follow wiki rules & i wrote same topic which were deleted. But now by this account i wrote same topic but in Wikipedia talk:Articles for creation, which is totally follow wiki rules & i did not violated any rules. In this time i thought i do no take any risk. so that i put article on Wikipedia talk for review.

Decline reason:

You violated the rule that prohibits multiple accounts. The block applies to you, the person behind the account, not to the account itself. Creating new accounts to evade the block is not allowed, and any edits made by such accounts will be reverted or deleted on sight.
