Hi, If you ask a question like that in an open forum accessible to anyone, you will probably get 100 different answers from 100 different people with 100 different philosophies! My own recommendation would be to read and meditate on the book My Life and Ethiopia's Progress by Haile Selassie I, it discusses the problems of governing and improving a country in times of crisis and adversarial opposition, and it is an excellent role model for any government.
