Bad fair use rationale?

I don't know how to start the process of contesting the fair use rationale for this flowchart/image: I think it could quite easily be replaced with a free equivalent, and in my opinion it should be marked for speedy deletion. That said, I don't have the time or desire to follow through with the process-- I just want to flag it for review. How do I do that? Niceoboe (talk) 23:46, 17 February 2013 (UTC)[reply]
