I may have made a mistake by submitting the article "special assessment tax." It appears there are many ways to improve it and I am very confused on what to do.

Within the article I quote specific judicial decisions which document direction the courts have given to tax assessors and others. It seems those citations are not appropriate support for the article. I specifically did not link to my own published work for fear that would be self serving. The article does in fact, cite a third party reference which is a standard used around the U.S for interpreting special assessment processes. that may not have been recognized by those who made the comments calling for third party references.

This is a pretty rare area of property tax administration and there are variations between U.S. states as to how certain fundamental concepts (e.g. "benefit, costs et cetera) are to be defined and implemented. Apportionment methodologies are also complicated by the nature of the benefit being described. For example, a "benefit"to a community of people (jobs, tourism et cetera) is measured in metrics which are quite different than increased real property values or value increases in certain commercial properties.

The intent was to create a short article that others might add to. That has not happened and quite honestly, the whole set of Wikipedia rules are very confusing to me, an infrequent user of the site.

I have authored principle components of the textbook material used to certify tax assessors in the state of Michigan. But it would be inappropriate to apply those specific laws for each of the U.S. states.

So, if someone would be kind enough to assist me with the editing, it is possible I could modify the article somewhat. However, if it is in the best interest of Wikipedia to remove the article from its website, I'll have no problem with that. My intent was to provide a brief reference for a property owner. Instead, I am embarrassed to have a poorly received article hanging out on the internet.

Should you be interested in pursuing this topic, please contact me, Joe Turner, turnerj@juno.com Verification of some of the material may be found in the student section of www.michiganpropertytax.com This is my website and it contains both the students text and under publications of the CEO, other articles related to special assessment administration.

Thank you for listening and best regards.
