Sock puppet? "Created illegitimately" to "violate Wikipedia Policy"? This is quite contemptuous behavior. Not only have you deliberately obstructed the construction of a public encyclopedic page of a living person (whom I represent), you have also just made a block based on ignorant suspicion, which is an abuse of administrator power. Do you honestly think the post on your talk page is a joke? I don't know what exactly your history is with users editing the page Shivam Patil SpacemanSpiff, but you're asking for legal trouble here. Either reassess the situation and respond to the post on your talk page (Mr. Patil has explicitly asked to speak with the admin in charge, to avoid further complications of the legalities involved), or you may continue with your abuse of administrative privileges here. If you persist with this method of irresponsible action, you will be hearing from our legal team soon. Thank you.

Obvious and checkuser verified abuser of multiple accounts. What's more, legal threats are not tolerated on Wikipedia. So, yes, created illegitimately to violate Wikipedia policy.
