Declaration of war

A declaration of war goes into effect not when it is written, nor when it is transmitted, nor when it is received by the declaring country's representative, but when it is delivered to the proper authority in the country which is the subject of the declaration. Any scholar, professional or amateur, of the Pearl Harbor attack knows that the message from Japan to the U.S. was not delivered to the Secretary of State (the proper authority in the U.S.) until after the attack on Pearl Harbor took place, and that the message when it was delivered did not clearly declare war or break off relations with the U.S. All this being the case, your addition to the article United States declaration of war on Japan had been removed and replaced, since it creates the incorrect impression that Japan declared war on the U.S. before thePearl Harbor attack, which is untrue.
