Red links

- Wikipedia doesn't have mods. Some users are administrators, which means they have access to some additional tools, primarily for blocking editors and protecting pages. - Just to reiterate what Myrealnamm's Alternate Account was saying, don't welcome people who haven't edited yet.
- If you find someone who has edited, check that the edit is appropriate for the article and isn't vandalism. For example, if a new editor has made a good faith edit that is unreferenced, then you could revert the edit then leave the Welcome message template that incorporates details about referencing.
