Financial emergency in Michigan

Hi Maryellen.clare. I saw your improvements to the financial emergency article and wanted to thank you for them. If you were looking to dramatically improve the article, I think the big thing this article needs is an introduction section that roughly summarizes the content of the article. One or two short paragraphs would probably be sufficient, and the sentence which is already could remain as the first sentence. If you need a hand with this please let me know.
