You've already done some great reseach here. The history sction is quite nice, and you're doing a great job with the citations. Although I've not found an exact answer to the question of how Julia Street became popular for art galleries, that Tulane article offers some interesting insight. Following up on the renovation for the 1984 World's Fair might prove beneficial. You might consider adding a section about White Linen Night.
A section about the geography of the street would also be good. It's one of those hard to follow New Orleans streets.
