FIBA EuroBasket 1989 qualification moved to draftspace

Yo would use the 2 external links for sources (pls provide inline citation on body text) but you still need a few more independent reliable sources such as from newspapers which the sources talk about the subject. - About the "FIBA EuroBasket 1989 qualification" article, the problem is that I don't know any other source that talks about this topic. All the information on the page in question comes from the two external sites.

- So, having no other sources the page can not be published?

You need to "ping" the editor you want to talk to by typing {{ping}} ( pls see your message I pasted above where I insert the ping (you to me) for example). As for your question above, if there is no other sources talk about the subject, that means the subject is not notable enough to be included in Wikipedia.
