No, the reference is talking about Total Shakira's album sales in US, is not Sale el Sol WW sales. Nielsen SoundScan only counts US sales, only IFPI give WW sales. Here you can see Nielsen SoundScan counts only US and Canada, they don't have WW data: http://es.wikipedia.org/wiki/Nielsen_SoundScan

I think the problem is that Billboar's article made a mistake, they forgot the "s" on "Shakira's album(s) sales ..."
