Dakota Wesleyan University seal and diploma: public domain?

It may not be strictly necessary to apply WP:NFCC as you have done—they may be in the public domain.
Since you note that the school has been using the current seal design since 1904, would it be public domain due to publication before 1923 ({{PD-US}})? Do you have any information on whether this version of the seal is substantially the same as the ones issued before 1923? Failing that, if the elements of the seal (particularly the central emblem) are public domain (e.g. due to age or lack of creativity), and the composition of those elements is not sufficiently creative, then it still might qualify as public domain.
As for the diploma, we should consider the elements of the design if this version of the diploma (though not yours in particular) postdates 1922. (Typefaces aren't copyrightable in the U.S.; signatures are a toss-up; the text itself could be—but likely isn't sufficiently creative; and the seal may be as well.) There's a fair chance it's PD, which would simplify its use on Wikipedia.
(I bring this up because the fair use rationale for the diploma states "This item is not replaceable as it is a specific example of what a diploma from Dakota Wesleyan University looks like. No standard free media template would show the exact design features of the university's exact design." This may not be sufficient grounds to use this diploma to illustrate a generic bachelors degree, for which many public domain versions are surely available instead.) TheFeds 17:56, 23 July 2013 (UTC)
