[edit]I'd like to get some input on how this might work. Would it even work to devolve all tools except the most powerful ones (block/delete)? I think this might reduce some of the RFA drama, allowing the bar for getting block/delete to be raised to, say, closer to what it takes to be a bureaucrat. Perhaps new admins, having passed such strict scrutiny, could even be given the 'crat bit, but that might need a separate proposal. What say you lot?
