Will do. I'm having trouble learning how to use the "edit source" format since I'm not a coder - to add links and cite references. I also noticed that I added a couple of sentences, published, and then went back to read the article and the sentences have disappeared. I'm totally confused but hopefully will learn how this works without too much more trouble. I'm reading the Wiki help guides, which are somewhat helpful.

I did not provide a copyright licensing tag, I submitted the photo as {{PD-US-1989}} public domain. I don't understand - is that not acceptable? It was accepted when I submitted the photo for use and approval. I'm totally confused about your comment. Hello. The photographer (and his legal successor) has the rights to use the photograph for any purpose for his entire life plus 70 years. Not the one who has the physical copy. If that is the case, what is the {{PD-US-1989}} designation used for if not for this situation? Te photo was published within the dates in the designation, many copies were distributed to the press and used by them, and a copyright was not later registered. Hello, progress! On the March 1, 1989 front, I have searched extensively and have not yet found evidence this photo was published before August 1989 - my error for not paying enough attention to important dates!
However, I did find the copyright holder, Mary O'Leary, if it is correct that "the author is the owner of the copyright unless they assign it to someone else in a written agreement. For works made for hire, the employer or commissioning party is the author." Mary O'Leary commissioned the photo. She has sent a copyright release for this photo under ticket #2024111310013422. I believe her release is currently under review. If this release is acceptable (?) I can change the tag for the photo to CC-BY-SA (if that is correct). Here is a copy of an excerpt of her correspondence for your reference; she gives other background and detail under that ticket, and was kind enough to send me a copy of her emails:
