Requesting JSON data from stats.grok.se from Toolserver
[edit]I saw your question on Henrik's talk page about an apparent 10 second-per-request rate limit when sending a request from Toolserver to the page view data JSON API for stats.grok.se. I have a data visualization/analytics tool on Toolserver (http://toolserver.org/~emw/wikistats/) that uses Henrik's JSON API and I don't seem to have this problem. However, I've been using the legacy JSON API (e.g. http://stats-classic.grok.se/json/en/201203/DNA) since roughly December 2011. Using that might help solve your problem.
