I'm a little confused, are these blocks intended to affect logged-in users? I'm logged in and seeing the following notice:

- @ToBeFree: Thanks for checking with a CU first; I would just go ahead and grant IPBE in this case. - I have unblocked the /24 and reblocked the /17 just without the logged in users blocked. They provide colocation, so it's not simply a proxy.
