I suggest another column that indicates the current state of the plain concise name of the city, which could be any one of these:
- SELF (the article is at the concise name, like Chicago)
- REDIRECT (the concise name redirects to the city in question, as in Sioux City)
- DAB (a dab page is at the concise name, like Portland)
- OTHER (an article or redirect for the primary topic of the name, other than the city in question, is at the concise name, like Paris)
- REDLINK (nothing is there)
As I've suggested elsewhere, then the decision about what to move would be completely objective and bot-able: any city with REDIRECT or REDLINK in the current state column would be moved to its concise name.
