While national anthems are generally considered to be automatically notable, I'm not aware of any such policy for city anthems, which means that this article is subject to the general notability guideline. Moreover, sites hosting the just the lyrics of the anthem don't really comprise significant coverage as required by the general notability guideline. More important for Wikipedia is information about the anthem's history, composition, meaning, etc. I've moved your draft to draftspace (with a prefix of "Draft:

I would be honored to help, however, I am not on the Wiki much anymore due to real life issues. You are always free to email me anytime for anything. From first glance, the main thing you will have to have in order to make it a featured article is a diagram of the flag specifications. Fortunately, Chapter 7, Article 140 has these specifications spelled out. You do have the text translated for the specifications but a drawing would help. I am not certain on what colors have to be used but that is something that could be found later. While the overall flag ratio does conflict with the Federation flag of 2x3, finding photos to show either the Sakha flag matching the Russian flag in size (or vice versa) would be perfect.
