Request reason:

Caught by an open proxy block but this host or IP is not an open proxy. I just signed up with a new ISP (MyRepublic in Singapore) and was assigned this as a fixed IP. I have no idea who previously used it before; the ISP is growing aggressively here and IP addresses seem to be managed by the local telco quasi-monopoly. Investigating using tools such as http://www.yougetsignal.com/tools/network-location/ suggest that my IP was previously geographically located in Scranton, PA, USA; I am in Singapore.

The block is not necessary to prevent damage or disruption to Wikipedia, as it was only recently (yesterday) assigned to a reasonably long-standing user;
To the best of my understanding and knowledge, I have never been accused of making malicious or capricious edits to any Wikipedia or related page;
Since I've had this IP address active for a grand total of 27 hours as I type this, I find it incredible that any action on my part or on the part of either of the other two legitimate users of this local network has had any adverse effect on Wikipedia, its content, users, or operation.

I humbly but firmly request that the block be removed. Thank you for your attention.
