I'm not really sure what's going on, because you seem able to edit sometimes. If you're using a VPN, try turning it off. Some security software, such as anti-virus programs, will enable VPNs without explicitly telling their users. If you're not using a VPN, what might be happening is that you're using some kind of public wifi or similar infrastructure, like editing from an airport. If you still can't edit, please make another unblock request and include more information. If you'd like to do this privately, please follow the instructions here. It would if, for instance, you told us how you're editing (from home using your residential cable network, from work behind a firewall, using wifi at an airport, etc). The Arbitration Committee is the panel of editors responsible for conducting the Wikipedia arbitration process. It has the authority to impose binding solutions to disputes between editors, primarily for serious conduct disputes the community has been unable to resolve. This includes the authority to impose site bans, topic bans, editing restrictions, and other measures needed to maintain our editing environment. The arbitration policy describes the Committee's roles and responsibilities in greater detail.
