Thank you for asking, first off you are not able to block a user unless you are an administrator. Second if you wish to warn a user please use one of these. I noticed the description page specifies that the media is being used under a claim of fair use, but its use in Wikipedia articles fails our first non-free content criterion in that it illustrates a subject for which a freely licensed media could reasonably be found or created that provides substantially the same information. Speedy deletion of Image:D Brisebois.jpg

No free image having been found this far does not justify using an unfree image. Please see the non-free content policy, it clearly states that such images should only be used if no free equivalent "could be created" (which is why unfree images of living persons are rarely accepted at Wikipedia). And since Brisebois still makes public appearances, a free image still could be created, even if none can be obtained from her herself or through her management. --Fritz S.
