I'm not sure if the individual authors of the brochure need mention. Does the brochure have a title? The author / copyright holder I assume would be the organisation who manages the fort itself. Perhaps just a mention of that as a reference is sufficient. See Wikipedia:Citing sources for full details on citing sources.
The sources you describe are primary sources affiliated with the fort itself. While being good sources for historical information, secondary sources are still required to provide a balanced article. Wikipedia gets thousands of images uploaded every day, and in order to verify that the images can be legally used on Wikipedia, the source and copyright status must be indicated. Images need to have an image tag applied to the image description page indicating the copyright status of the image. This uniform and easy-to-understand method of indicating the license status allows potential re-users of the images to know what they are allowed to do with the images.

Thanks for creating article on Fort Queenscliff. Just for your information, I have nominated a DYK on this article, by having the following hook.
- ...that the commands to fire the first allied shots in both World War One and World War Two came from the Fort Queenscliff, Australia, one of the most heavily defended forts of the entire British Empire ?

- "For WWII only the first Australian shot is claimed (no date or target mentioned)".
- Do you have any reference to cite on the DYK hook stated above? That, that the first Allied shots in both the wars indeed did come from this fort? - KNM Talk 03:09, 26 March 2007 (UTC)
