As LaMona said, city politicians are not presumed to be notable. Rather, in order for them to have their own Wikipedia article, they must have been the subject of significant coverage in reliable sources that are independent of the subject. The only source here with in-depth coverage of Walters is the Edmonton Sun, which is awfully close to a tabloid. More high-quality sources would be required. If such sources don't exist, then the subject is unsuitable for inclusion in Wikipedia. Thanks,
