My reasoning that I was going to get to is that some of those pages are WP:PRIMARYARTICLE. For example: There is no other Hill District! Why do we need a Hill District (Pittsburgh). Even if there were others, whatever is most notable usually can claim the name. If "PRIMARYARTICLE" cannot be applied, then place names are warranted within the article name like you had above.
