Hi. User:Bbb23 blocked you because they believed that this is not your only account. It's not about IPs, which are a way of editing, it's about user accounts, which are another. Nobody said you were a spammer, but making more than one account is generally not allowed. Please read the guide to appealing blocks, because it's not good behavior to demand to be unblocked.
