Since you asked in your edit summary on AN/I: no, there isn't a requirement for voting...but we don't vote, we use consensus (basically, you shouldn't just weigh in to say yes/no, you should weigh in if you have something to add to the discussion). If you do have something to add to the discussion, you are certainly welcome to say it. See WP:VOTE for more details.
