[edit]Thank you for creating and revising this article. After approving the article for creation and moving it to the approved article space, I fine-tuned some of the references. I took longer to do that than necessary. That was mostly due to having trouble with my internet connectivity. I regret the delay.
The references could use plenty more fine-tuning! But there is time for that, whether by you, me or others. I'm just happy that you took the initiative and added an important article to Wikipedia. That is my personal opinion, about the importance, of course, as I am No One Special Here. It is important, though, in terms of anything pertaining to genealogy, which is your stated interest, and important to indigenous people of where I live, Arizona, and important because it is a significant and notable item in the historical and current legislative record of the U.S.A.
