Any of his pictures will still be in copyright so would have to be used under the fair-use policy. In general we tend to allow the use of a reasonably low resolution copy on the page relating to the artwork in question if there is one. In the case of an artist who's works don;t have their own pages, you will need to investigate the policy a little further. WP:FAIRUSE is the page in question, you will be able to discuss detail on the talk page.
As to the mechanics of uploading look to the left in the toolbox there is "Upload file". Should be fairly straightforward - just make sure the fair-use rationale is filled in when and if you get to that stage. Rich Farmbrough, 21:34, 8 February 2010 (UTC).
