I'm not 100% sure of what the issue is that you're describing, a list of pages where you see this issue on or some screenshots might help in identifying what exactly is happening here. However, I think there are two issues that possibly match your description. According to Wikipedia:VisualEditor#Limitations, the Visual Editor is currently not enabled on discussion pages, so if you were trying to edit those from the edit tab you'd see the source editor. However, on those pages you can generally use the reply tool which should be enabled by default (I've checked while logged out). If you don't see it, you may be able to find it in your preferences. Some other pages are protected by administrators to prevent vandalism and disruptive editing like edit wars, or may be protected preemptively for content included on high risk pages like the main page. In those case you should see a [View Source] tab, not a [Edit] or [Edit Source], and you will not be able to edit them at all.
If your issue is not one of these cases, then unfortunately I'm not sure of the answer here. Screenshots and the pages that this happens on will help, and we might want to post to Wikipedia:Village pump (technical) to see if there is someone else who knows more what could be happening.
