That blocked user
[edit]You did the right thing there, rm the nonsense :)
If you report a blocked user to AIV the bot will remove it. Usually, like you did, I would ping the blocking admin to ask for TPA removal. Also, FYI, it is possible to ping someone through edit summaries, though you will have to format things yourself (such as including [[User:Example]] could you do this and that
