[edit]I have read your email. Contrary to what you say, the IP range in question hosts an open proxy run by "Free Basics". Free Basics is an open proxy. That is to say it is a publicly available way of connecting to the internet which, instead of passing your own IP address to the target host (in this case the Wikipedia servers) it passes on a Free Basics IP address. That has the effect of hiding your true IP address from us, whether that was your reason for using the proxy or not.
