Glass-Steagall and the UK and Europe -- cleanup?

Hello, EAFAAT. I just did some revamping of the the Glass–Steagall Act page. While I was doing that, I noticed the section on the ring-fencing proposal in the UK, and the discussion surrounding it. Here's the problem I found. The section has 4 subheadings. Some of them do not seem to relate to the UK/Eruope/ring-fencing. Perhaps they were intended as background for the UK proposal, if that proposal lived in a separate article. But as it is, it is very confusing, and seems to duplicate or overlap other sections of the article.

You seem to have been the author of all that material, though I'm sure it has changed significantly since then.

Would you mind taking a look, and seeing f it could be made to hang together better? Perhaps move it to its own article? I don't know if that's the best way to handle it, and you probably have a better handle on what the material does.
