Re your message: He might be notable. With a fairly common name, it is hard to quickly find references about him, so I can't tell for sure. In order for an article about a person to remain on Wikipedia, they need to meet the notability guidelines for biographies. If you can find multiple references about him, then it is likely that he will meet those requirements. The references do not have to come from one single place. It is actually better that they come from multiple places as that establishes the depth of coverage. What I would suggest you do is write the biography with your user space first at User:Dwarf Cinquefoil/Tim Carter. That way you can work on the biography without having it deleted before you are ready. You can also work at your own pace and gather assistance from other editors.
