Kelmend, the municipality, is in Albania, and different from Kelmend region, which extends to Albania-Montenegro-Kosovo, that's why I just reverted you. Please write in Kelmend region not Kelmend. What you wrote is correct, but please write it in the right article. Also, please reference a little what you write because these Malesia articles are almost not referenced. It's very difficult to bring articles to higher statuses with the poor references or no references that we have now. Just look at what reliable sources are. I'm not trying to be difficult, but you should know fully well that there is a Kelmend municipality in Albania, and a Kelmend region which includes both that area and the above.
