In general, a person, organization or product added to a list should have a pre-existing article before being added to most lists. If you wish to create such an article, please first confirm that the subject qualifies for a separate, stand-alone article according to Wikipedia's notability guideline.

The Arbitration Committee is the panel of editors responsible for conducting the Wikipedia arbitration process. It has the authority to impose binding solutions to disputes between editors, primarily for serious conduct disputes the community has been unable to resolve. This includes the authority to impose site bans, topic bans, editing restrictions, and other measures needed to maintain our editing environment. The arbitration policy describes the Committee's roles and responsibilities in greater detail.

It was clearly explained, above, that you should not add people to lists, unless they already have their OWN article on the English Wikipedia, but you have continued doing so, and continued trying to hide non-notable people behind pipes to other articles.
